It is up to the chairman of a meeting to see to it that the rules of order are applied democratically, without favoritism, so that all important matters may receive adequate discussion and that the decisions made by the meeting shall reflect the careful judgment of the voring majority.

The chairman must also be familiar with all sections of the bylaws that deal in any way with the holding of meetings, the voting rules, and the duties and rights of the membership. Otherwise, there is danger that actions taken at a meeting may not Stand up under the law.
